Professor Bill Fraser is Professor of Learning Disability at the University of Wales College of Medicine at Cardiff. He is the leading academic psychiatrist in the field of learning disability in the UK. He states that his first ever paper submitted was dustily rejected with a footprint by the Journal of Mental Handicap Research in 1968. When he became editor of that journal it became a vehicle for improved service to researchers as regards courtesy, manuscript management and quality of mental retardation science. To be serious Bill Fraser has played an enormous role in research and advocacy in the learning disabilities. With his colleague Professor David Felce he has established the Welsh Centre for Learning Disability in Cardiff and through his outstanding mentorship has attracted many high calibre young doctors and researchers into this important ‘Cinderella’ discipline.
